Drucilla E. Bell received her Juris Doctor from Florida State University College of Law, where she also completed post-graduate courses in Russian language and Diplomatic Russian history.

During her ten+ years in state government, she served as Assistant General Counsel for Departments of the State of Florida and became seriously involved in the Administrative Law Section of the Florida Bar. She successfully defended the first state acupuncture examination. Alvarez v. DPR, Acupuncture, 458 So.2d 808, (Fla.1st DCA 1989)  Soon after her first visit to the former "Soviet Union" in 1985, she decided that her expertise was really "bureaucracy", and when she went into private practice, her niche would be international. The USSR desperately needed a Wal-Mart!

Presently, Drucilla serves as past Chairman of the Administrative Law Section of the Florida Bar and on the Executive Council of the International Law Section of the Florida Bar. As  Vice Chair of the Immigration Law Committee, she visits the Texas Service Center and the National Benefits Center quarterly to check with supervisors on problem procedures.  Drucilla is a member of the International Bar Association (IBA) and is a former Board member of the American Immigration Lawyers Association (AILA), Central and South Florida Chapters. She is a past President of the Florida Association for Women Lawyers (FAWL), Pinellas County Chapter. She is a member of the Tampa Bay Chapter of the Committee on Foreign Relations. She is an adjunct professor at Stetson College of Law, and because of that relationship, she taught Comparative Legal Traditions at Concordia International University in Estonia during the inaugural semester of the law school in fall 1996. She has judged the Philip C. Jessup Southeastern Regional International Moot Court Competition at Nova Southeastern University Shepard Broad Law Center, and more recently, at University of Miami College of Law.  She has judged the International Environmental Moot Court Competition at Stetson College of Law on a regular basis.
