Governmental Experience from Ten Years with the State

Having worked in State Government for over ten years in the recent past and having served as Chairman of the Administrative Law Section, Drucilla maintains a working knowledge of various state agency procedures, rules and laws, and by maintaining her membership in the Administrative Law Section of the Florida Bar, she stays current with the changes made in the Administrative Procedures Act that governs the procedures of every state agency. She still has many friends and acquaintances in Tallahassee, many of whom have made progress in both lateral and vertical directions since she left. These are excellent contacts who can be called upon when you have a question or problem with a government procedure or agency decision.

Ms. Bell worked in the Department of Business and Professional Regulation in both the disciplinary section and in the General Counsel's Office. In the General Counsel's Office, she used the Chapter 120 Rulemaking procedures to adopt Rules for the Department. She successfully defended the first state acupuncture licensure examination. Alvarez v. DPR, Acupuncture, 458 So.2d 808 (Fla. 1st DCA 1989).  In the Purchasing Office, Ms. Bell participated in preparing Invitations to Bid and defending the government in bid protests.  At the Department of Corrections, she participated in training Probation Officers to limit their liability in dealing with supervisees and also trained purchasing staff in contract drafting and review. At HRS (now known as DCF - Department of Children and Family), she drafted rules for the office of Child Support Enforcement.

For her internship in Law School, she represented children in dependency proceedings, and she currently has represented juveniles in the Juvenile Justice System, as well as representing parents and children in DCF proceedings. She has had two clients who went through the Boot Camp program in Pinellas County, both graduated, completed aftercare and have gone on with their lives without further involvement with the Criminal Justice System.
